When will the government invest in rail in Wales?

When will the government start investing in rail in Wales? I asked the Secretary of State this very question at Welsh Questions again this morning.
If Wales received its fair amount of rail funding, projects like the Magor Station could become a reality, making public transport a more accessible option for people in Newport East.
